They are saying where some of the money from the bill should pay for.
so if the bill says it is going to give the Transportation Department $1 Billion and a congressman earmarks $1 Million for a bridge. The Transportation department STILL gets $1 Billion, they just now have to spend $1 Million on that bridge and they can spend the other $999 Million any way they want.
An notion that earmarks are added to bills as additional expenditures is WRONG.......
What Ron Paul does: his office gets a request for money, his office then turns it in to be earmarks on the appropriate bill. Then when the excessive spending bill comes up to a vote, Ron Paul votes against it.
What a hypocrite and a liar... I never liked Paul to begin with, but this was his major schtick, "No Gov. waste, No unessesary spending." Just like the rest is exactly right!
